Two years ago, the Safer Mobility Campaign was launched to shine a light on a group of road users who had been missing from the national safety conversation. Because mobility scooter users represent a smaller group compared to other road users, the risks they face every day had gone largely unnoticed. These challenges were effectively hidden in the data, leaving a significant gap in road safety policy and public awareness.
Since then, the campaign has worked to bring these “forgotten” road users into the spotlight. The initiative has moved from identifying an invisible problem to ensuring the safety of users is a national priority.

Key Achievements of The Campaign
When looking back at the last 24 months, there are several milestones that show just how much ground has been covered:
Shifting the Conversation
The most significant achievement of the last two years is that people are talking. Mobility scooter safety is no longer a niche concern. It is now a topic of serious debate among road safety experts and the media. While awareness is still emerging among the wider public, the campaign has come a long way.
Amplifying Human Stories
This work has only been possible because of the bravery of survivors and families. By speaking out and joining the campaign -sharing stories like those of Dawn, Josh and Dean, alongside many others who have so kindly shared their experiences – they have helped turn collision data and research into the human-centred narratives that journalists and decision-makers need to see to understand why this issue matters.

Engaging With National Policy
Through ongoing dialogue with the Department for Transport and participation in a roundtable with Simon Lightwood MP, the campaign has ensured that the specific needs of mobility scooter users were represented during the lead-up to the recent Government consultation on powered mobility devices. This consultation is a vital step toward ensuring the law works for users.
Uncovering 10 Years of Data
By conducting the only known analysis of the last 10 years of mobility scooter casualty data, the campaign has established a factual foundation for change. This work has been essential in turning previously “hidden” statistics into the actionable insights needed to address the specific risks users face.
10,000+ Safety Packs
A major milestone was reached by distributing over 10,000 safety packs to road safety teams and police forces, providing practical support and visibility for users across the country.
Evidence-led Change
Through a partnership with Nottingham Trent University, the campaign is supporting a major project to expand the evidence base on mobility device safety, funded by the Road Safety Trust. By analysing incidents and “near misses” – including through a new real-time reporting app – the project is developing industry-wide guidance to help users navigate hazards like road crossings with greater confidence.
Championing User Rights
The campaign continues to call for mobility scooter users to be formally recognised in the Highway Code. There is a firm belief that they deserve to be respected and protected as a distinct group within the transport network.

Looking ahead
The campaign’s focus remains on ensuring the voices of users are heard, and it will continue to advocate for a transport system that is safe, inclusive and just for every mobility scooter user.
The conversation has started, but the work to ensure everyone can travel without fear of harm continues.
